Law Tier 3 — Family Indexes

This is the Tier 3 (T3) Map of Content (MOC) for the Law library. T3 notes are deep, catalog-style references — long enumerations of statutes, courts, rules, doctrines, and regulatory frameworks that don’t fit naturally into a Tier 2 family page but are load-bearing reference material a working agent needs to look up.

T3 sits between T2 (family overview) and T4 (deep single-topic dives). T3 notes are “catalogs”: breadth-over-depth references intended to be the canonical entry point when an agent needs to know “what are all the X” rather than “how does one specific X work”.

Published T3 catalogs

  • federal-statutes-and-court-system — US Supreme Court composition + history, 13 federal circuits and their character, 94 district courts, specialized courts (CIT, CFC, Tax, Bankruptcy); USC title-by-title statute index (Titles 7–52), CFR overview, major civil-rights statutes (Civil Rights Act 1964, VRA 1965, ADA 1990), business statutes (Securities Act 1933, Sarbanes-Oxley 2002, Dodd-Frank 2010, JOBS Act 2012, CHIPS 2022, IRA 2022), regulatory frameworks (APA 1946, NEPA 1969, environmental statutes), and the four sets of Federal Rules. ~600 lines.

Planned / deferred T3 catalogs

The following are scoped but not yet written. Listed in rough priority order:

  • Circuit splits map — current SCOTUS-pending circuit splits by subject matter (qualified immunity standards, Chevron post-Loper Bright, Section 230 scope, FAA preemption, NLRA preemption, ADA Title III website accessibility, Title VII religious exemptions, Second Amendment Bruen application, Fourth Amendment digital-search, antitrust market definition), with circuit alignments and the open question each split presents.

  • SCOTUS justices history — every justice since 1789 with appointment president, confirmation vote, predecessor/successor chain, ideological positioning (Martin-Quinn scores), tenure length, major opinions; Chief Justices specifically; failed nominations (Bork 1987, Garland 2016, etc.); recusal patterns; clerkship lineage.

  • Treaty catalog — UN Charter 1945; Vienna Convention on the Law of Treaties 1969; Geneva Conventions 1949 + Additional Protocols; ICCPR + ICESCR 1966; Refugee Convention 1951 + 1967 Protocol; UNCLOS 1982; WTO/GATT 1947 → 1994; NAFTA 1994 → USMCA 2020; Paris Agreement 2015; New York Convention 1958 (arbitration); Hague conventions (Service, Evidence, Apostille); bilateral investment treaties; status of ratification for US.

  • Regulatory agencies map — every cabinet department + independent agency with statutory authority, key administrators, recent significant rulemakings (post-Loper Bright 2024); SEC, CFTC, FRB, FDIC, OCC, NCUA, CFPB (financial); EPA, FERC, NRC (energy/environment); FTC, DOJ Antitrust (competition); FCC, FAA, NHTSA (sectoral); EEOC, NLRB, OSHA, DOL (labor); HHS, FDA, CMS, CDC (health); USPTO, Copyright Office (IP).
